Why are doctors who are paid by Te Whatu Ora - Health New Zealand or other public service agencies excluded from payment?

Doctors employed by Te Whatu Ora - Health New Zealand and other doctors employed within public service roles are excluded from payment as they are already paid to write s 40 reports as part of their duties.

Can trainee doctors write s 40 reports?
